Since 1 July 2024, nobody under 21 may work or perform in an adult entertainment establishment anywhere in Florida. The rule came in with HB 7063, an anti-human-trafficking bill signed in May 2024. It covers strip clubs, adult bookstores and sex shops, and applies to every job in the building, not only dancers.
The law also requires management to check a driver licence or other specified ID before letting anyone work in any capacity. In practice, door and back-of-house checks are stricter than they used to be. The law survived its main legal test: a challenge brought by several operators and a dancer was dropped and the case closed in May 2025. Separately, in April 2025 the Eleventh Circuit upheld a Jacksonville ordinance imposing the same under-21 limit.
What the rules actually cover
Two things are worth separating, because they are often confused:
- Working age. Set by state law at 21 across all of Florida since July 2024.
- Entry age for guests. Not set by HB 7063. Door policy depends on the venue and on local ordinances, and clubs serving alcohol work under Florida’s drinking age of 21. Assume 21 and bring physical ID.
Beyond that, regulation in Florida is local. Counties and cities write their own adult-entertainment ordinances covering zoning, opening hours, distance between performers and customers, and whether nudity is allowed at all on licensed premises. There is no single statewide code that tells you what a given club will be like inside.
Alcohol versus full nudity
This is the most useful distinction for planning a night. In Tampa, topless entertainment is permitted at venues serving alcohol, while full nudity is only allowed where alcohol is not sold. Similar splits exist elsewhere in the state. The practical consequence: a “nude” club is usually a BYOB or juice-bar operation with no liquor on site, and a club with a full bar is usually topless only.
Miami and South Florida
Greater Miami is not one jurisdiction. Miami Gardens and Hialeah are separate incorporated cities with their own codes, and Pompano Beach is in Broward County — so rules and hours can differ between clubs a short drive apart.

What to check before you go
- Bring valid physical ID. The 2024 law put the legal risk on the operator, so expect doors to be strict and to refuse photos of documents.
- Confirm alcohol or nudity, not both. In jurisdictions such as Tampa these are mutually exclusive.
- Check the municipality, not just the metro. Miami Gardens, Hialeah, Miami and Pompano Beach are separate jurisdictions, which affects closing times and floor rules between nearby clubs.
