Wisconsin is a tavern state, and its adult clubs reflect that: most of them are bars first, with a stage attached. That also explains why the experience changes so much from one town to the next. A club an hour outside Milwaukee can advertise full nudity with a full bar, while a Milwaukee club on a public entertainment premises licence cannot. Our directory currently lists nine clubs across Wisconsin, spread over seven towns, and the rules that shape each one are written locally.
How Wisconsin regulates strip clubs
There is no single state statute setting a dress code for dancers in licensed bars. Wisconsin’s alcohol chapter instead hands that job to cities and villages: under Wis. Stat. § 125.10(1), any municipality may prescribe additional regulations for the sale of alcohol beverages, not in conflict with the chapter, backed by forfeitures, suspension or revocation. The state’s only real lever is § 125.12(2), which lets a resident file a sworn complaint that a licensee keeps or maintains a disorderly, riotous, indecent or improper house — a ground for pulling the liquor licence.
The practical result is a patchwork. Nudity limits, distance from schools and churches, performer registration and closing times are all set town by town, so the same operator can run a topless room in one city and a nude room in another.
Milwaukee
Milwaukee is the strictest of the listed markets, and the rules are unusually specific. Adult clubs operate as public entertainment premises under Chapter 108 of the Code of Ordinances, and s. 108-22 (“Costume Regulations”) requires that costume material over the chest, genitals and buttocks be non-transparent, that the areola and nipple stay covered at all times, and that the lower garment fully cover the pubic area and the cleavage of the buttocks. Violations carry a forfeiture of $500 to $2,000 per offence, and the Common Council may revoke the licence. In short: Milwaukee is a pasties-and-G-string city, not a nude one.
Entertainment hours come from the tavern amusement licence, which the City Clerk’s License Division describes as prohibiting entertainment after 2:00 a.m. on weekdays and 2:30 a.m. on Saturdays and Sundays.
Milwaukee also has the state’s best-known licensing fight. Silk Exotic spent years suing the city after repeated denials of a downtown licence; in 2016 a common council committee approved a settlement worth $968,331.75 after district and appeals court rulings that the city had violated the club’s First Amendment rights.

Madison area
Madison’s zoning code defines an “adult entertainment tavern” as a licensed alcohol establishment emphasising specified anatomical areas or sexual activities — a land-use category that keeps such venues out of most of the city. Note that our Madison listing, Silk Exotic Madison, is actually at 7302 US Highway 14 in Middleton, a separate municipality on the west side. That is the local-control point in miniature: the club markets itself as full nude with full alcohol, which Milwaukee’s costume rule would not allow.
Green Bay, Manitowoc and the Fox Valley
Green Bay licenses adult entertainment facilities and also registers performers individually: the police department requires a completed adult entertainment form, a fee and photo ID, and the filed form must be on location while the entertainer is working.
Manitowoc’s code is the most detailed of the lot: a $1,000 annual adult entertainment tavern licence on top of the Class “B” alcohol licence, a 1,000-foot buffer from schools, libraries, day cares, parks and places of worship, performer registration with police, a required “Adult Entertainment” sign at the entrance, and an explicit no-touching rule — patrons may not touch intimate parts of any entertainer or employee. Forfeitures run to $500 per occurrence.
Worth knowing: Scores Green Bay carries a Green Bay name but a Manitowoc County Road R address, so Manitowoc’s rules are the ones that apply. In the Fox Valley, Beansappers sits on Hwy 47 north of Appleton (its own site spells the name Bean Snappers).
Smaller towns
Outside the metros, expect roadhouse-style venues with early opening and long hours. The Vegas Gentlemen’s Club sits on US-14 in Darien between Beloit and Lake Geneva, with a full kitchen and 11 a.m. weekday opening. Carrie Wild’s Frontier Tavern is up north in Eagle River, and Silk Exotic Juneau serves Dodge County.
What to check before you go
- Check which city you are actually in. Two of the nine listings are named for one city and located in another. The municipality on the address, not the name over the door, decides the nudity, touching and closing-time rules.
- Call ahead about hours and age limits. Milwaukee entertainment hours are capped by licence type, and several clubs are 21-plus because of the full bar. Small-town venues often open late in the week only.
- Assume a strict no-contact rule. Manitowoc bans patron touching outright, and elsewhere a violation can put the club’s alcohol licence at risk — which is why door staff enforce it hard.
