Portugal’s adult nightlife is spread thinly across the country. Our directory currently holds 16 published listings under Portugal: a cluster in Lisbon, two in Porto, two in Cascais, three on Madeira and one in the Algarve. Lisbon is covered in its own dedicated guide, so this page focuses on the national picture — how these venues are licensed, and what is actually listed outside the capital.
How Portugal regulates these venues
There is no separate national “strip club” licence in Portugal. Venues of this kind fall under the general municipal regime for public entertainment premises. Under Decreto-Lei n.º 309/2002, de 16 de dezembro — which regulates the installation and operation of entertainment venues within the competences of municipal councils — a venue may only operate once the municipality has issued a licença de utilização (use licence).
Porto City Council’s own service page sets out what that covers in practice: premises for entertainment of a non-artistic nature, explicitly including bars with live music, discotheques and similar venues, dance halls and function rooms. The process runs through submission, document checks, municipal review, an on-site inspection (vistoria), fee calculation and finally issue of the licence. Temporary, improvised and itinerant venues are handled under a separate licence.
Two further points matter. First, DL 309/2002 has been partially superseded: Decreto-Lei n.º 23/2014, de 14 de fevereiro now governs shows of an artistic nature and the fixed venues built for them, leaving DL 309/2002 applying to the non-artistic side. Second, rules are increasingly local. Porto now also applies a dedicated Regulamento da Movida do Porto aimed at its nightlife district, and the municipality of Albufeira has introduced a public Code of Conduct banning inappropriate behaviour in public places, with on-the-spot fines from 150 to 1,800 euros, according to UK FCDO travel advice.
Lisbon
Lisbon holds the largest concentration in the directory. These listings are covered in more depth in the separate Lisbon guide.

What to check before you go
- Confirm the venue is licensed and still trading. Operation depends on a municipal use licence under DL 309/2002, and several listings here were last verified some time ago. A phone call before you travel is the cheapest check available.
- Read the local rules if you are in Albufeira. The municipality’s Code of Conduct applies to public places, with on-the-spot fines of 150 to 1,800 euros. Porto’s Movida regulation similarly governs behaviour in its nightlife zone.
- Buy your own drinks and keep them in sight. FCDO advice for Portugal warns about drink spiking, and notes that drinks served in bars in Portugal are often stronger than those in the UK.
