Several of the best-known adult clubs in the Oklahoma City area share a single street: SE 59th St. That street runs through Valley Brook, a town of 665 people covering 0.26 square miles, entirely surrounded by the Oklahoma City metro. Reporting on the town notes four strip clubs on or near SE 59th St, and Valley Brook’s police chief has said most of his officers’ work targets out-of-towners — especially people visiting those clubs.
That matters practically, because Valley Brook runs on fines. In one year the town issued 3,394 tickets plus more than 500 warnings — 329 for speeding, 366 for expired tags, 289 for no insurance, 286 for driving without a licence — generating over $463,000, roughly a third of the municipal budget. Its 2013 revenue breakdown shows $727,684 from court fines against $101,208 in sales tax. A 2021 lawsuit alleged police and city officials pressured motorists to pay fines under threat of jail.
If you are driving to a club on SE 59th St, the drive itself is the part that most often costs visitors money.
What Oklahoma law actually regulates
Oklahoma has no single statewide strip club licence. Alcohol is licensed by the ABLE Commission, and state law under Title 37A sets the rules a licensed premises must follow — no service to anyone under 21, none to an intoxicated person.
Nudity is handled separately, and locally. Oklahoma statute 37-219 authorises every municipality to enact ordinances prohibiting or regulating nudity in establishments licensed for on-premises drinking. What a club may do therefore depends on the town it sits in, not on one uniform state standard.
Legislators have also filed bills that would add a state licence for dancers — House Bill 3832 and Senate Bill 1284 would require entertainers to be at least 21 and licensed through the ABLE Commission. These are filed proposals, not settled law.
Oklahoma City and Valley Brook
The SE 59th St cluster sits on or immediately beside the Valley Brook town line; some listings carry Oklahoma City mailing addresses even though the venues are in or next to the town. Treat the boundary as genuinely ambiguous.

Tulsa
Tulsa’s difference is zoning. Under the Tulsa Zoning Code, adult entertainment establishments are permitted only in the Industrial District and are barred within 1,500 feet of certain protected uses. Enforcement has been imperfect — the Tulsa World reported that of the city’s 14 sexually oriented businesses, all but two were in violation of city codes. The result is a smaller, more dispersed set of venues along arterial roads rather than one strip.

What to check before you go
- Check the vehicle, not just the wallet. Valley Brook’s citations are dominated by tags, insurance and licence issues rather than speeding alone.
- Confirm whether the venue serves alcohol. Nudity rules are set by municipal ordinance while alcohol is licensed by ABLE, so what a club offers depends on the town.
- Bring 21+ ID. State law bars selling alcohol to anyone under 21.
